Federal Transit Administration, Dallas Area Rapid Transit (DART), Red and Blue Line Platform Extension

Burns served as a Federal Transit Administration (FTA) Project Management Oversight Contractor for the Dallas Area Rapid Transit (DART) Red and Blue Line Platform Extensions (RBPE) project.

DART operates one of the fastest growing public transit systems in the country. Platforms at nearly half of the system’s light rail stations could only accommodate two-car trains, resulting in crowding issues during peak travel periods.

To increase capacity by an estimated 33 percent, the $128-million RBPE project enabled DART to add a third car to select peak-period trains. The RBPE project extended and modified platforms at multiple Red and Blue line stations:

  • 22 at-grade stations
  • 4 aerial stations
  • 2 below-grade stations

The capacity expansion project involved:

  • Relocating and raising sections of extended platforms to provide level boarding for each train car, complying with the Americans with Disabilities Act (ADA)
  • Raising the entire platform at 8th & Corinth, Mockingbird, Westmoreland, Downtown Garland, and LBJ/Skillman stations

DART opted for a Construction Manager/General Contractor (CM/GC) procurement method. Construction completed in 2022.
