Port Authority of New York and New Jersey (PANYNJ) Electric Vehicle (EV) Fleet Charging Infrastructure

Burns developed an EV charging strategy to assist PANYNJ minimize infrastructure costs, guarantee operational performance, and maintain resiliency of mission-critical facilities.

PANYNJ’s ambitious procurement goals have the agency on track to own 100-percent electric light-duty vehicles by 2030 and 50-percent electric medium- and heavy-duty vehicles by 2035.

To transition the authority’s fleet of 2,500 vehicles, the PANYNJ Office of Sustainability contracted with Gabel Associates to undertake a comprehensive analysis of fleet operations and facility infrastructure.

The planning study reviewed more than 50 facilities located across the New York metropolitan area, including major airports, bus terminals, the World Trade Center complex, bridges, tunnels, and marine facilities.

Supporting Gabel Associates, Burns developed an implementation study that involved:

• Site assessments to evaluate the facilities’ existing electrical infrastructure
• Detailed reviews of electrical load capacities, site conditions, and equipment layouts
• Analyses of excess utility capacity for select facilities
• Interpretation of detailed telematic data to determine charging infrastructure usage profiles
• Coordination with multiple stakeholder groups to determine charging infrastructure use cases

The study produced recommendations on charging infrastructure locations, technology solutions, site-specific design approaches, and initial cost estimates.

Fleet electrification is an important part of PANYNJ’s commitment to reduce greenhouse gas emissions. In 2021, PANYNJ adopted a plan to achieve net zero carbon emissions by 2050 across all facilities.
